Department Administrative Order No. 04 Series of 2008 – THE NEW RULES AND REGULATIONS CONCERNING THE PHILIPPINE STANDARD (PS) QUALITY AND/OR SAFETY CERTIFICATION MARK SCHEME OF THE BUREAU OF PRODUCT STANDARDS (BPS) หรือ PS Mark (Product Safety Mark)

สินค้าทุกประเภททุกผลิตภัณฑ์ที่มีการนำเข้า (Import) ไปยังประเทศฟิลิปปินส์ ประเภท:
(1) Household appliances: Electric fans / Flat irons / Kitchen machines (blenders) / Microwave ovens / Refrigerators / Rice cookers, airpots and coffee makers / Audio and video products (TV and CD/VCD/DVD players) / Toasters, electric stoves and hot plates / Washing machines / Air conditioners (EER)
(2) Lamps and Lighting Products: Pre-heat, magnetic ballasts / Electronics ballasts / CFL, self ballasted lamps / Christmas lights, lighting chains / Fluorescent lamps / Fuse holders / Incandescent lamps, bulbs / Lamp holders / Lamp and starter holders / Lamp starters, glow starters
(3) Wiring devices, wires and cables: circuit breakers / fuses / plugs, socket-outlets abd extension cords / PVC electrical tapes / Snap switches / Knife switches / PVC flexible cords / Wires and cables

สาระสำคัญ คือ กำหนดให้บริษัทผู้ได้รับใบอนุญาต PS License ต้องได้รับการรับรองด้านคุณภาพ (PS Quality) และ/หรือ เครื่องหมายรับรองด้านความปลอดภัย (Safety Certification Mark) โดยอ้างอิงตามมาตรฐานสากล ISO/IEC ที่เกี่ยวข้อง ทั้งแนวทางปฏิบัติ (Guides) มาตรฐานการทดสอบ (Testing) มาตรฐานการตรวจสอบ (Inspections) และ/หรือ การได้รับการรับรองจากหน่วยรับรอง (CB)
เงื่อนไขของ PS License คือ บริษัทผู้ได้รับใบอนุญาตต้องได้รับการรับรองมาตรฐานระบบบริหารงานคุณภาพ ISO 9001:2000 ซึ่งรวมถึง การประกาศเปลี่ยนแปลงในอนาคตของมาตรฐาน Quality Management System Requirements ฉบับนี้ และต้องมีมาตรการดำเนินการเรียกคืนสินค้า (Recall) และกระบวนการรับข้อร้องเรียนจากลูกค้าที่เกี่ยวข้องกับการใช้งานของสินค้า ทั้งนี้ ใบอนุญาตมีอายุ 1 ปี
