Management Methods for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products หรือ New China RoHS Regulation (Joint Order No.32)

การเปลี่ยนแปลงสำคัญของ New China RoHS ประกอบด้วย
•    ขยายขอบข่ายของสินค้า (Expansion of the applicable scope): ให้ครอบคลุมเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ (Electrical and electronic equipments: EEP) ทุกรายการ โดยกำหนดนิยามของ EEP ไว้ใน Article 3 (1) ของกฎระเบียบฉบับสมบูรณ์
•    ขยายรายการสารเคมีควบคุม (Expansion of the regulated substances) โดยระบุไว้ใน Article 3 (5) ของกฎระเบียบฉบับสมบูรณ์ ได้แก่

Lead and its compounds
Mercury and its compounds
Cadmium and its compounds
Hexavalent chromium compounds
Polybrominated biphenyls (PBB)
Polybrominated diphenyl ethers (PBDE)
Other harmful substances as regulated by the State

•    เพิ่มนโยบาย R&D และการสนับสนุนด้านการเงิน (Financial support policies) ในการทำวิจัยวิทยาศาสตร์ การพัฒนาเทคโนโลยี และความร่วมมือระหว่างประเทศ ที่เกี่ยวข้องกับการจำกัดปริมาณการใช้สารเคมีอันตรายใน EEPs โดยระบุไว้ใน Article 7 และ 8 ของกฎระเบียบฉบับสมบูรณ์
•    ปรับปรุงเสริมประสิทธิภาพการบริหารจัดการ โดยกำหนดให้การประกาศรายการสารเคมีอันตราย “Compliance Management Catalogue” เพื่อใช้จำกัดปริมาณการใช้สารเคมีอันตรายใน EEPs ต้องดำเนินการโดย 8 หน่วยงาน (โดยระบุไว้ใน Article 17 ของกฎระเบียบฉบับสมบูรณ์
•    รายการสินค้า EEPs ต้องประเมินความสอดคล้อง (Conformity assessment system) ตาม Scheme ที่กำหนดโดยหน่วยงาน China Certification and Accreditation Administration (CNCA) และ MIIT โดยต้องเป็นไปตามมาตรฐานระดับประเทศหรือมาตรฐานอุตสาหกรรม (National or industry standards) สำหรับการจำกัดปริมาณการใช้สารเคมีอันตราย และผลการประเมินความสอดคล้องต้องถูกเก็บไว้เป็นหลักฐาน
และประกาศยกเลิก “Catalogue of EIPs under Priority Pollution Control Management”
