REGULATION (EC) No 1272/2008

Main Obligations:

Suppliers (incl. Manufacturers, Importers, Downstream Users and Re-importers) of a Hazardous Substances or Mixtures must “Classify, Label and Package” these, regardless of its annual tonnage, in accordance with the CLP REGULATION before placing it on the EU market.
Distributors (incl. Retailers) need to “Label and Package”.
Manufacturers and Importers (or Groups of them) need to “Notify C&L of Substances” to the ECHA C&L inventory.

สรุปรายละเอียดสำคัญ CLP เป็นระบบการจำแนกประเภทและการติดแสดงฉลากสารเคมี (A New System for Classifying and Labeling Chemicals) ตามหลักการของสหประชาชาติ (United Nations’ Globally Harmonized System) โดยกฎหมาย EU CLP ฉบับนี้ มีความสัมพันธ์เชื่อมโยงสิ่งที่ต้องปฏิบัติกับกฎหมาย EU REACH

วัตถุประสงค์ของ EU CLP เพื่อกำหนดคุณสมบัติ (Properties) ของ Substances and Mixtures โดยการจำแนกประเภทความเป็นอันตราย (Classification as Hazardous) เพื่อชี้บ่ง (Identified) การจัดการอันตรายและความเสี่ยงที่เหมาะสมของ Substances and Mixtures และสื่อสาร (Communicated) ความเป็นอันตรายผ่านการติดแสดงฉลาก (Labeling)

นอกจากนี้ การดำเนินการที่สำคัญอีกประการหนึ่งของ EU CLP คือ การกำหนดให้มีการเพิ่มชื่อสารเคมีที่อาจทำให้เกิดการแพ้แม้ในระดับต่ำบนฉลาก เพื่อป้องกันบุคคลที่แพ้สารเคมีเฉพาะอย่าง
